During the early post-World War II period, state governments were eager to expand their array of social services without increasing taxes on the middle and working classes. They saw the lottery as a good alternative to raising those taxes.<\/p>\n
However, the success of a lottery depends on the laws of probability. To win a lottery, one must have the right mindset and know how to choose their numbers wisely.
